This means that the game is balanced for hackers/cheaters, but not balanced for lean. :-)
Dear buyer,

We congratulate you on making your future investments in Modern Warfare 2. We will bring you plenty of downloadable content for a fee. Uproar of the PC version? What uproar? We spent millions if not billions on IWNET, it is hacker free and lag free. Those people saying there are hackers and that IWNET is laggy, they're just lying so you don't buy the game. Buy it and try it! Trust us, it doesn't lag.

As far as concerns go, there are no unhappy players or buyers. They are all happy with their purchases. There are heavy plans to further improve user experience by the sales of downloadable contents like maps, text chat, and mouse support. There are also further plans to make a pay to play service to further increase the satisfaction of user experience by selling them game modes, maps, character skins, gun models, and other services.

We truly value your money.

Best regards,

IW TEAM, Activision, Kotick, 402, with all our love (for money that is).
I'd rather BOYCOTT on my FEET, than PLAY MW2 on my KNEES.

This is what the "pro" game reviewers think about the PC version and the lack of features like dedicated servers.

Gamespot:
http://www.gamespot.com/pc/action/moder ... eview.html
"Yet when compared to other online shooters on the PC, the multiplayer component is decidedly limited. Players cannot set up dedicated servers to host their own custom-tuned matches, and the player count for each match has been capped at 18 as opposed to the possible 64-player matches of Call of Duty 4: Modern Warfare. Furthermore, there is no support for user-created content, so rather than enjoying free mods and community maps, PC users will have to pay for downloadable content. And the money issues don't stop there: Modern Warfare 2 costs $10 more than most full-price PC games. Paying more and getting less is abhorrent to consumers, and this deterrent, along with the online restrictions, make Modern Warfare 2 much less appealing from a multiplayer perspective."

AtomicGamer:
http://www.atomicgamer.com/article.php?id=917
"Infinity Ward insists that the matchmaking will make it easier for players of different skills to find someone who's about as good at the game as them, and that the hosting of games in a closed environment will mean no more weird third party maps, wacky mods, or megalomaniacal server admins who ban you for headshotting them. Of course, they did neglect to mention the good parts of what we're losing from CoD4 - the interesting maps, slick mods, and great server admins who regularly boot out annoying players and anyone using a cheat that Punkbuster didn't detect."

PC Gamer UK:
http://www.computerandvideogames.com/ar ... ?id=225744
"Dedicated servers create community."

Gameplanet:
http://www.gameplanet.co.nz/pc/games/15 ... Warfare-2/
"Unfortunately however, Call of Duty: Modern Warfare 2 for the PC is simply a next-gen console game with mouse support, in-game text chat and rudimentary graphics options. Infinity Ward have made it pretty clear that as a PC gamer, your platform advantages don't count, and neither does your community, your history and your considerable modding skills."

Ars Technica:
http://arstechnica.com/gaming/2009/11/d ... e-2-pc.ars
"There is no easy verdict here, but I'm going to say skip the PC version. Why? The single-player is over quickly. The Special Ops missions are great but there are better co-op games out there. The multiplayer is going to be huge on consoles, but on the PC it's just crippled. There is a lot of fun to be had here, but there are way better ways to spend your money, especially with the $60 price."

msnbc.com Tech Watch (video review):
http://www.msnbc.msn.com/id/30501433/vp ... 2#33844922
"Don't expect cover mechanics or even the ability to peak around corners. These game mechanics have existed for some time in first person shooter, so it makes it not so modern warfare."

BigPond GameArena:
http://www.gamearena.com.au/pc/games/ti ... id=5033868
"However if you're a Counterstrike, Battlefield, ETQW or even a COD4 player looking for a serious competitive platform to move to - best wait. Wait and see if Infinity Ward can implement dedicated server support; failing that wait until early next year to see how Battlefield: Bad Company 2 turns out."

PALGN:
http://palgn.com.au/pc-gaming/15586/cal ... -2-review/
"The matchmaking setup is not entirely broken and tends to work sometimes, many a time you’ll be pitted in a server where you’ll get latency issues that will noticeably impact your performance. Leaving will also result in a penalty to your win/loss ratio, so you’re essentially being punished for leaving a game that isn’t working well for you in performance. We could go on about the inconsistencies of match making, but to put it bluntly, Infinity Ward made a huge mistake with the removal of dedicated servers. Sure, they’ve taken a step forward with ease of accessibility in multiplayer, but they’ve taken several steps back by trying to fix something that was never really broken."

Edge:
http://www.edge-online.com/features/rev ... -warfare-2
"For reasons best known to itself, Infinity Ward has opted out of dedicated multiplayer servers, a decision that throttles the game’s potential on the platform, as well as belying the developer’s PC roots. The flexibility MW2 has the potential to display in the hands of its audience is lost for no good reason other than a desire for control. No mod tools, no custom maps and no clan-hosted servers mean there has to be serious doubt about MW2’s long-term future in a marketplace containing the moddable original as well as the likes of Team Fortress 2. It couldn’t be clearer that MW2’s focus is overwhelmingly on the console market."

Kotaku (article):
http://kotaku.com/5403680/all-out-war-games
"Much of that increased interest in Bad Company 2 has been driven by gamers unhappy with some of the decisions made in the development of Modern Warfare 2. Most contentious among gamers was developer Infinity Ward's decision to limit the control PC gamers have over how they play Modern Warfare 2 online.

Shortly after news broke that Modern Warfare 2 wouldn't support the ability for gamers to run their own online games on dedicated servers, Digital Interactive CE announced that Bad Company 2 would have dedicated servers.

It may sound like a small issue, but the Infinity Ward's decision spurred an online petition that currently has more than 210,000 signatures. It also created a movement among some gamers to shift their game purchase from Modern Warfare 2 to Bad Company 2.

One gamer mailed a check to Digital Illusions CE, telling them to use the money he had earmarked for Modern Warfare 2 to improve Bad Company 2."

Gamers.at (Review quote translated from german by metacritic.com):
http://www.gamers.at/articles/modern_warfare_2_pc-642
"Its surprisingly hard for me to recommend Modern Warfare 2 to anyone. Sure: The singleplayer-campaign is quite exciting, the atmosphere is intense and graphics are "ok", but the console-ported multiplayer quite simply spoils it all. What were they thinking?! Bottom line: Fans of the predecessor can give it a go, everyone else is way better of with Modern Warfare 1 - especially in terms of "value for money"."

3DJuegos (Review quote translated from spanish by metacritic.com):
http://www.3djuegos.com/juegos/analisis ... warfare-2/
"The surprise factor of the first Modern Warfare is missing and the PC version is by far the worst in the PS3, X360 and PC trio. This new Call of Duty iteration exceeds every expectation with its off-line mode, but loses its place among the best shooters of this year because of its poorly designed and badly executed multiplayer."

GameSpy:
http://pc.gamespy.com/pc/call-of-duty-6/1045400p1.html
"Of course, if you're a PC player, there's a good chance you already hate Modern Warfare 2 because of Infinity Ward's decision to drop dedicated server support. This was a surprising choice (especially from a developer that used to be known as a major PC supporter), since dedicated servers are one of the best reasons to play multiplayer PC games. Removing key features in the sequel to a hugely popular game is always a dicey proposition and, if the user feedback is any indication, it didn't exactly work out very well for Infinity Ward in this case.

As if the removal of dedicated servers wasn't enough, the developer also cut down the maximum number of players in the PC version from 64 to 18 and removed support for user-created maps and mods. All of these elements combine to form a big ol' slap in the face to PC-only gamers, who are understandably angry (though apparently not enough to stop them from buying and playing it). It's really a shame to see one of the world's best PC developers abandoning the fans that helped put them at the top of a very short list of AAA shooter creators."

Everyeye.it (Review quote translated from italian by Google translate. The translation is flawed but you sould be able to understand most of it.):
http://www.everyeye.it/pc/articoli/call ... ione_10554
"Despite the technical side is higher than what was seen on consoles, however it seems rather obvious lack of care that the developers have given to this version of the game, which is reduced to being little more than a mere port.

Another clue to support this argument is without doubt the nonchalance reserved by Infinity Ward to the needs of the community PCistic multiplayer. Although online gaming is potentially very good, like what was seen in the first MW, the willingness of developers to minimize the users PC is certainly a big point against this version. The PC version of the game prohibits any possibility of playing on dedicated servers or LAN, relying instead on a peer-2-peer entirely identical to what was seen on consoles. This translates into a lower overall performance in games, and unable to configure the game as best it is believed, but had to undergo as prepared by the developer. Similarly, the total closure of the community of modders Modern Warfare 2 makes a decisive step behind those who are the standards of online gaming PCistic. The excuse of wanting to limit the cheating his legs are very short: at the time of writing this review in the game have already been found and exploited various exploits that allow users to more ships of cheating. Although it is more user friendly, the peer-2-peer is definitely not suited to the needs of PC users."
