If it's connected to your onboard sound (not a specific soundcard) You need to open the Realtek HD Audio manager (Most commonly used in windows). In said manager navigate to the microphone tab and locate the two sliders top center of the screen. Adjust the lower slider all the way to the left as it is the recording level for using the line-in with anything other than a mic.
The top slider is your mic volume and right next to it you find 2 buttons. The firt one is mute/unmute and the second one is MICROPHONE BOOST. Click this button, adjust the boost in the little pop-up screen and close the little pop-up screen.
Now your mic will be spiking the meters in Steam and in-game. Be sure to test your settings coz it's very easy to get way too loud.
